During the month of October, CTLA is running an "ALL iN" campaign to unite members across the state through its EAGLE program.  EAGLE strengthens our political influence by:

  • Allowing us to have a robust lobbying program;
  • Building legislative and electoral coalitions;
  • Educating lawmakers on issues important to you and your clients;
  • Expanding CTLA's public relations efforts.

Paid for through voluntary member contributions, this important program is the heart of what CTLA does!  Currently, only about 35 percent of CTLA members contribute to EAGLE.  Thank you to all those who currently give.  Your contribution provides every one of us the opportunity to protect people and right wrongs.

HOW DO I MAKE AN EAGLE CONTRIBUTION?

Contribute online.  Your contribution can be paid in full or monthly, quarterly and semi-annually payments.  Plus, make your yearly EAGLE participation easy.  Sign up for auto-renewal.

IS IT TRUE THAT CTLA HAS PLANS TO DEAL WITH CAPS? 

True.  CTLA is considering embarking on a massive effort over the next two years to address non-economic damages caps through a ballot initiative.  In recent years, CTLA has been able to move the caps at the legislature, allowing for most caps to increase every two years with the rising inflation rates.  The association is proud of this accomplishment and excited by the prospect of this next big step in ensuring people can hold bad actors accountable. 

If executed, this historic effort would be long, difficult, and expensive, but it is optimistic knowing that every CTLA member is standing by to help in any way they can to achieve this common goal.

WHAT DID EAGLE ACCOMPLISH DURING THE LAST LEGISLATIVE SESSION?

  • Language Equity (HB23-1004): Protects people from predatory insurance advertising practices by requiring insurance companies who advertise in a specific language to provide official documents in that same language, and requires that those translated documents be done so by a certified translator. Insurance companies will no longer be able to prey on non-English speaking Coloradans by advertising in a certain language but only providing documents in English.

  • Informed Consent To Intimate Patient Examinations (HB23-1077): Protects Colorado patients from non-consensual intimate exams while under sedation, with penalties for medical professionals, students, and health care facilities that violate patients’ right to consent. Unconscious intimate exams, such as pelvic exams, should only be performed with a patient’s consent.  Not only is this bill great policy, but it gave CTLA the opportunity to show legislators the sneaky strategies and tactics hospitals use to promote their own profit over consumers.

  • Under Insurance coverage from insurance commissioner’s office (HB23-1174): Extends replacement cost coverage and increases law and ordinance coverage for policyholders. Extended replacement cost coverage increased to at least 50% of the limit of the insurance for the dwelling, and law and ordinance coverage increased to be equal to 20% of the limit of insurance for the dwelling. Coloradans deserve to be covered by their insurance company in the event of a tragedy.

  • Fair Access to Insurance Requirements Plan (HB23-1288):  Establishes an association to create a state-run insurance plan that will serve as an insurer of last resort for Coloradans who have been refused coverage by the insurance companies. In high-risk areas that the insurance companies refuse to cover, the state provides the protection needed and consumers will be protected if disaster strikes. 

  • In addition, EAGLE played defense on bills regarding the Colorado Recreational Use Statute, Protection for Helicopter Search and Rescue, and Public Access Landlocked Publicly Owned Land.

DOES MY EAGLE CONTRIBUTION QUALIFY FOR A TAX DEDUCTION?

At the end of each year, CTLA sends a tax letter regarding your contribution.  It may be deductible as an ordinary and necessary business expense.  No part of your contribution is deductible as a charitable contribution.  Please consult your tax advisor for further guidance on this matter.

WHERE DO EAGLE FUNDS GO?

  • The board has approved a $750,000 EAGLE budget for 2023. 

  • Of the $750,000, 86 percent or $645,000 goes to our general fund to help pay for advocacy work.  Advocating for fair laws is in CLTA’s mission.  This includes paying for some CTLA staff to engage in lobbying, electoral activities and coalition building.  These funds also pay for some operating expenses.  

  • Another $100,500 goes into Coloradans for Civil Justice (CCJ). This CTLA program pays for our lobbyists to advocate for you at the capitol.  They work on electoral activities, public relations efforts, and electoral contributions.

  • The remaining $4,500 is shared with the American Association for Justice (AAJ) for the electoral activities.

WHO MAKES THE LEGISLATIVE DECISIONS AT CTLA?

Prior to each legislative session, CTLA seeks input from membership.  Officers, the Legislative Committee consisting of Executive Committee members and other appointees along with lobbyists and staff work together to set forth a strong proactive legislative agenda. This team also develops solutions to bills unfavorable to Colorado consumers.

EAGLE supporters and members receive timely communications and periodic legislative updates via email during the legislative session.  Keep an eye out for the "Capitol Update."  You also can contact Alyssa Davenport, CTLA's Political and Public Relations Director, with any questions.
